Here is a go trying to do a fake tilt shift effect just by blurring picture, for me it looks good done. Really want to try some more because it quite a cool effect. Just use the blur tool and blur out part that are on top and below and show things sharp that are important. Make sure not to set the blur to 100% otherwise it might be bit to strong. Start from middle with very low strength for a light blur and go hard when you go to the top or bottom.
